Should children be potty trained before they start school?

One council has said school staff will no longer change pupils who have wet or soiled themselves due to "very high levels of pupils coming to school in nappies", and would instead call parents in to deal with them.

But Eric, a children's bowel and bladder charity, said allowing a child to sit in a dirty nappy was "tantamount to abuse".
