West Northamptonshire Council says it paid a six-figure sum for consultants and legal advice.

"Reality has hit - soon it will be boarded up and knocked down," says shop owner Graham Rutherford.

Coventry University wants to build a hotel, shops and homes on the site of the old Civic Centre.

The council says the alterations, including removing historic features, were denied planning consent.

Residents of the town are being asked for their views to draw up a new Immingham Town Plan.

The council says the plans offer the "most significant development opportunity in a generation".

When the consultation ends on Tuesday, plans for St Cuthbert's will be assessed by the government.

The site's conversion into rental flats is a milestone for regeneration, the chief minister says.
