Council to decide on night club's alcohol licence

A committee has set a date to decide whether a restaurant and club should get a new alcohol licence after it was opposed by the police.

Elizabeth Figueira has applied for the licence at the premises in Lincoln Road, Peterborough.

Cambridgeshire Police has already recommended it should be refused, and its licensing officer said Ms Figueira and her fellow company director - of Nubia Lounge Ltd - were "irresponsible operators".

Peterborough City Council's licensing sub-committee is due to determine whether the new premises licence should be granted on Wednesday.

The premises at 24B, Lincoln Road, has held licences since 2005, including as a night club and pool hall.

Ms Figueira held the licence from July 2021, until it lapsed in November 2023.

Her current application covers the sale of alcohol, live and recorded indoor music, indoor dancing and late night indoor refreshments.

She said CCTV would be installed, staff would be trained on its use, an incident log would be kept, and there would be a zero-tolerance policy over the supply and use of drugs.

Regular risk assessments would also be held to ensure the premises complied with health and safety regulations, including fire safety and emergency exits.

'Genuine concern'

PC Paul Hawkins, however, criticised her and her business partner Carlitos Balde.

In his letter, he said: "Cambridgeshire Constabulary have concerns that the directors of Nubia Lounge Bar Ltd will not uphold the licensing objectives or any of the conditions submitted with the licence application.

"They both have track records of non-compliance and are irresponsible operators, despite support and advice from local authority departments, fire and police over the years.

"There is genuine concern as to Mr Balde and Ms Figueira's suitability to operate any licensed premise and [we] ask that the licensing sub-committee refuse the application."
