Other major projects such as the segregated cycle lane on the A435, between Pittville Park and Bishop's Cleeve, will also be paused, as well as minor repairs.
The council has asked people to check Cheltenham Racecourse's website for travel information, and to plan their journeys ahead of time.

Extra trains to support people travelling in and out of Cheltenham are being organised, and parking at the station will be suspended.
